In a medium size pot, combine the vinegar, water and Old Bay and bring to a boil. Add in the shrimp and stir.
Cover and steam for 2 to 3 minutes, or until the shells are pink. Serve immediately with cocktail sauce.

½ cup cider vinegar
½ cup water
2 tablespoon Old Bay
1 pound shrimp peeled and deveined, leave the tails on
